I think it would be Cannes or Nice. They are accustomed to many visitors, both in France and abroad. Despite what the people of Paris there are many foreigners there the whole time and I think Parisians are accustomed to. Shopping tourists tourists tourists spend money to buy French products, so where is the problem? I do not know French at all hostile.
All the major cities (Paris, Toulouse, Nice ...) and tourism (Mont St Michel, Chateaux [Castillo] de la Loire, ...) are used to accommodate travelers.
Maybe you can meet people uncomfortable, but most are very friendly.
